LICENSING · CONVERSION
Converting an FAA / EASA / ICAO licence to GACA.
The validation route, the verification packet, ICAO Doc 9379 alignment, and how long the conversion really takes — for expat pilots and Saudi pilots returning home.
DRAFT: scaffolds[verify-required] — the conversion process detail (exact GACA forms, current verification fee, processing-time SLA) should be confirmed against gaca.gov.sa or by direct enquiry to GACA Personnel Licensing before publication.
Two routes exist. Validation recognises a foreign ICAO licence for a defined scope and period — fast, narrow. Conversion issues a fresh GACA licence after a verification packet, an air-law differential exam, and a skills test — slower, full privileges. Most professional pilots based in Saudi Arabia long-term convert; short-term contract pilots validate.
Validation vs. conversion — pick the right route
| Validation | Conversion | |
|---|---|---|
| Result | Recognises foreign licence | Issues new GACA licence |
| Duration | Limited (often 12 months) | Permanent |
| Scope | Often narrowed (e.g. specific operator) | Full GACA privileges |
| Time to obtain | Weeks | 2–4 months |
| Best for | Short-term contract pilots | Long-term residents, airline cadets |
The verification packet — what to gather first
- Original foreign licence and current ratings.
- Current ICAO-equivalent medical certificate (Class 1 for commercial).
- Full logbook, signed and totalled, ideally pre-formatted to GACAR conventions.
- ICAO English proficiency endorsement (Operational Level 4+).
- ICAO Doc 9379 verification request — your foreign authority sends it directly to GACA, not through you.
- Recent passport-style photographs and identity documents (Iqama or passport).
The air-law differential exam
Even with full ICAO recognition, GACA requires a Saudi-specific air-law paper. It covers GACAR Parts unique to Saudi Arabia (e.g. local Customs and PPR procedures, holy-city restricted areas, Saudi-specific NOTAM and AIRAC handling). The pass mark and scope mirror the PPL/CPL written exam.
The conversion skills test
Conducted by a GACA-authorised examiner on the licence and ratings being converted. Most converters report this as the lightest part of the process — the regulator wants to see currency and judgement, not raw skill. Recent type-rating sim time helps.
Realistic timing
Validation: 2–6 weeks once the packet is complete. Full conversion: 2–4 months, the bottleneck almost always being the foreign authority's Doc 9379 response. If you're inside Saudi Arabia and the foreign authority is slow, GACA can issue a Letter of Validation in the interim — useful for keeping you on a roster.
Frequently asked
Can I fly in Saudi Arabia on my FAA or EASA licence?
For private operations, GACA may issue a Validation of a foreign ICAO licence with limited duration and scope. For commercial operations or based aircraft, conversion to a GACA-issued licence is required.
What is in the verification packet?
Original foreign licence, current medical, full logbook, English proficiency proof at ICAO Operational Level 4+, GACAR-format hours summary, and an ICAO Doc 9379 verification request the issuing authority sends directly to GACA.
How long does a conversion take?
Validations are quicker — often weeks. Full conversion typically takes 2–4 months, mostly limited by the foreign authority's response time on ICAO Doc 9379.
Will I have to retake exams?
For ICAO Contracting State licences, theoretical knowledge is usually accepted. A Saudi air-law differential exam is common, plus a GACA-administered skills test on the appropriate licence and ratings.
