§ 34.1 Applicability.p.2
(a) This part prescribes aircraft fuel venting and exhausts emissions standards for the issue of type certificates and changes to type certificates under GACAR Part 21 for all turbine powered aircraft.
(b) Aircraft in compliance with the applicable sections of Part 34 of Title 14, Code of Federal Regulations of the United States are considered by the President to be in compliance with this part.

Aircraft must be so designed and constructed as to prevent the intentional discharge into the atmosphere of liquid fuel from the fuel nozzle manifolds resulting from the process of engine shutdown following normal flight or ground operations.
§ 34.21 Emission Certification Standards.p.4
The standards for emissions certification are as specified below: (a) Turbojet and turbofan engines intended for propulsion only at subsonic speeds. The emissions certification standards are as specified in Part III, Chapter 2 and associated appendices of Annex 16 to the Convention on International Civil Aviation, Volume 2, “Aircraft Engine Emissions”, as amended.
