The General Authority of Civil Aviation (GACA) is the Kingdom of Saudi Arabia's civil aviation authority, established to regulate all civil aviation activities within the Kingdom. GACA is responsible for issuing and enforcing the General Authority of Civil Aviation Regulations (GACARs) — the comprehensive body of Saudi aviation law.
The GACARs are closely modelled on 14 CFR (FAA regulations) and aligned with ICAO Annexes to the Chicago Convention. Where Saudi-specific requirements differ from the FAA model, they are noted in dedicated subparts. GACA publishes all regulations at gaca.gov.sa.
